Cetacean Marine, Inc was awarded Contract N00078-11-D-6489 on 28 June 2011. Cetacean Marine has formed TEAM CETACEAN in order to pursue task orders associated with ship operations, maintenance, repair, modification and upgrade; and test range operations, maintenance and upgrade. TEAM CETACEAN has been carefully assembled to provide a focused capability to address task orders solicited for performance on the East and Gulf Coasts, and the Great Lakes (Zones 1-5).

QUALITY ASSURANCE PROGRAM
The principal purpose of a company’s Quality Management Plan (QMP) is to assure that a consistent and acceptable level of service is provided to its customers. The key elements of CETACEAN’s QMP (which will be implemented across the TEAM), are: Policy and Objectives – Senior management defines the company policy and objectives with respect to safety, protection of the environment, level of service and contract compliance. Management’s intentions are conveyed to personnel ashore and afloat, and they must be understood and implemented. The Individual – ALL personnel, from Company President to Administrative Assistant and from Master to Ordinary Seaman, who play a role in the management system must: · know their responsibility and authority; · understand where they fit into the organization; · know who they report to and for what purposes; · have skills and knowledge to do their jobs, and have the necessary resources available to do so. Plans, Procedures and Instructions – The Company must ensure that all situations, operations, activities and work tasks, both ashore and afloat, which impact safety, environmental protection and quality of service, are planned, controlled and verified in accordance with legislative and company requirements. Prevention of Hazards – The Company must ensure that all activities which may adversely affect safety, the environment or the services it provides are identified, and measures are taken to prevent the hazardous condition, control it or minimize its affects. Management Review – The Company must periodically evaluate the efficiency, suitability and effectiveness of their Safety Management System, and modify the System to meet current requirements. TEAM Cetacean is required by its joint book of government contracts to have Quality Management Plans in effect for the inspection of the maintenance and materiel readiness of the ships and facilities it operates for the Navy and other governmental agencies. The QM Plan includes monthly or quarterly inspections by competent company QA personnel selected either from the respective operating site, or sent by their respective corporate headquarters. As part of the corporate oversight and management to ensure the highest level of quality performance for each of the government contracts at its operating locations, Cetacean Marine staffs a Quality Systems Manager (QSM). The QSM’s job is to monitor the effectiveness of the various ship and facility operations at each of the company’s locations, the morale and welfare of the company personnel, and the overall preventive and corrective maintenance on the ships and facilities managed by the company’s assigned Site or Project Manager. The QSM is further authorized by the President/CEO, on a case basis, to remove from hire those personnel deemed detrimental to the good order and execution of the respective program mission up to and including the Program Manager. QA Inspections are either scheduled in advance by contract CLIN, or unannounced, depending on the contract or the level of interest generated by either the Government COR or the company President.
Certification Under The ISM Code
Cetacean Marine has been audited and certified by the American Bureau of Shipping as being fully compliant with the ISM Code. The objectives of Cetacean Marine with respect to this certification are as follows: ▪ To comply with the guidelines of the ISM Code and standards as recommended and adopted by the International Maritime Organization (ISM). ▪ To comply with the mandatory rules and regulations. ▪ To provide for safe practices in vessel operation and a safe working environment, which protect the life and health of its employees, government and contract scientists and the general public. ▪ To operate in an environmentally friendly manner. ▪ To establish safeguards against identifiable risks. ▪ To protect public property. ▪ To continuously improve the safety management skills of personnel ashore and aboard company vessels, including preparation for emergencies that are related to both safety and environmental protection. ▪ To take into consideration the codes, guidelines and standards recommended by the IMO, classification societies (ABS) and governmental organizations. To fulfill these objectives, company management and its employees are committed to the following approach: ▪ We will operate government-owned vessels in a manner that protects the marine environment, and the life and health of our fellow shipmates (contractor and government personnel) and the general public. ▪ We will be sensitive and responsive to public concerns about the marine industry and the possible effects it can have on the environment ▪ We will work in a partnership with the government, logistical agents and vendors to enhance the safe transportation by water of personnel and equipment. ▪ We will be ever vigilant when it comes to managing emissions, wastes and spills, and comply with all Federal, State and Local regulations. ▪ We will assist authorities and regulatory bodies in the formulation of laws, regulations and standards to safeguard the workplace, the community and the environment. ▪ We will establish and maintain contingency procedures and plans to mitigate, in cooperation with public authority and others, the effects of any accidents that may occur. ▪ We fully recognize that safety depends on the training and judgment of the individual employee, who must use his knowledge, skills and abilities to carry out his assigned duties. ▪ Due to the dynamic nature of our SMS, we will keep the COR and CO advised whenever we make changes to, or update, our SMS, and we will invite government representatives to our external SMS audits.
